Traffic in 2024 was 480,022 aircraft movements and 85.68 million passengers, up from 464,910 movements and 78.40 million passengers in 2023. Business aviation access is the constraint, not runway capacity: general aviation is capped at 16 slots per day between 0600 and 2300 local, with rolling one-hour and three-hour capacity limits applied on top, and there are only about 17 GA parking positions, frequently full, with parking typically capped at four nights (Universal cites a five-day maximum enforced limit). A dedicated Business Aviation Gate with its own CIQ channel opened in 2021 and operates 24 hours for passengers. There are no North American or European style FBOs in Japan: aircraft park on general airport ramps and handling is coordinated by approved providers such as Universal Aviation Japan. Airport and GAT charges at Haneda are quoted at about USD 2,200 (JPY 330,000), and VIP CIQ clearance runs about USD 2,200 per use, roughly USD 4,400 for an arrival plus departure.

Traffic in 2024 was 243,372 aircraft movements and 38.51 million passengers, versus 210,960 movements and 31.18 million passengers in 2023. Narita is the preferred Tokyo option for anything other than a short stay: roughly 18 GA parking positions, generally easier to secure, with parking up to 29 to 30 nights and hangarage available although extremely expensive. Narita International Airport Corporation operates a dedicated business aviation terminal branded Premier Gate; slot application plus submission of operational documents to NAA is required for every business jet movement. What to know before you book
→Haneda has strict slot allocation for business aviation. Most private international arrivals into Tokyo route into Narita rather than HND, and HND slots for private jets are competitive and often booked long in advance. Confirm slot availability at the quote stage.
→Narita has a 23:00 to 06:00 curfew. Late US-bound departures and Europe-inbounds need to be scheduled around that window. It is the primary constraint on Tokyo private-aviation timing.
→Japan does not have US or European style FBOs. Handling is done through approved ground-handling providers such as Universal Aviation, ExecuJet Japan and Jet Aviation Tokyo. The passenger experience is a good handled arrival, not a private-terminal one.
