Four runways: 16L/34R at 3,360 m, 16R/34L at 3,000 m, 04/22 at 2,500 m and 05/23 at 2,500 m, all asphalt. Traffic in 2024 was 480,022 aircraft movements and 85.68 million passengers, up from 464,910 movements and 78.40 million passengers in 2023. Business aviation access is the constraint, not runway capacity: general aviation is capped at 16 slots per day between 0600 and 2300 local, with rolling one-hour and three-hour capacity limits applied on top, and there are only about 17 GA parking positions, frequently full, with parking typically capped at four nights (Universal cites a five-day maximum enforced limit). A dedicated Business Aviation Gate with its own CIQ channel opened in 2021 and operates 24 hours for passengers. There are no North American or European style FBOs in Japan: aircraft park on general airport ramps and handling is coordinated by approved providers such as Universal Aviation Japan. Airport and GAT charges at Haneda are quoted at about USD 2,200 (JPY 330,000), and VIP CIQ clearance runs about USD 2,200 per use, roughly USD 4,400 for an arrival plus departure.

Narita is the preferred Tokyo option for anything other than a short stay: roughly 18 GA parking positions, generally easier to secure, with parking up to 29 to 30 nights and hangarage available although extremely expensive. Narita International Airport Corporation operates a dedicated business aviation terminal branded Premier Gate; slot application plus submission of operational documents to NAA is required for every business jet movement. Airport and GAT charges are quoted at about USD 1,900 (JPY 275,000). Standard CIQ waits can reach 90 minutes at busy periods, while express CIQ via the GA terminal is available for a fee.

Repositioning flights from Tokyo

Which Tokyo airport do private jets use?
Both, with a strong bias towards Narita. Haneda (HND) is slot-restricted for business aviation and most private international arrivals route into Narita (NRT) by default. Chofu (RJTF) handles turboprops and small aircraft on the western side of the city.
Does Narita have a curfew?
Yes. Narita has a 23:00 to 06:00 movement ban that is strictly enforced. It is the single biggest planning constraint on Tokyo private-aviation timing, particularly for US and European inbound schedules.
Can I fly a private jet into Haneda?
Yes, subject to slot allocation. Haneda's private-jet slot availability is tight and needs to be confirmed at the quote stage. When HND is not available, itineraries default to Narita, which is where the majority of Tokyo private traffic operates from.
How long is Tokyo to Los Angeles by private jet?
About 10 hours 30 minutes eastbound and 12 hours westbound on an ultra-long-range aircraft. Tokyo's runways take the heaviest aircraft at maximum take-off weight for a nonstop LAX departure.
Are there FBOs at Tokyo Haneda?

Why are Japan landing fees so high?
Fee structures at Japanese airports include a range of charges that are individually normal but add to a higher total than most other markets. It is not a hidden charge and every operator quote reflects it. For high-frequency Tokyo itineraries it is a real cost factor to plan for.
How long is Tokyo to Osaka by private jet?
About 55 to 65 minutes block time on a light jet. It is one of the busier domestic private corridors in Japan, and empty-leg availability on it is reasonable through most of the year.
When is the peak season for Tokyo private aviation?

Haneda is closer and faster, but its slot allocation for business aviation is tight and most itineraries end up at Narita by default. Narita has a firm 23:00 to 06:00 curfew, which is the single biggest planning factor for Tokyo private trips. Late US-bound departures typically leave in the early evening to build the westbound crossing around the curfew, and Europe-inbound arrivals aim for a mid-evening slot.

Haneda has four runways, the longest at 3,360 m, and Narita has two, the longest at 4,000 m. Both airports handle the full business-jet range up to ultra-long-range at maximum take-off weight. The runway envelope is not the constraint. Slot allocation and curfew are.

Japan does not operate FBOs in the American or European sense. There is no dedicated private terminal building at Haneda or Narita on par with Jetex Dubai or Signature London. Handling is arranged through approved ground providers, mainly Universal Aviation, ExecuJet Japan and Jet Aviation Tokyo, and the passenger experience is a well-handled arrival through a private lounge rather than a full FBO experience. This is not a service quality issue. It is a market structure difference.

Landing fees at Japanese airports are among the highest in the world and they are a substantial share of a Tokyo trip's total.
