All scheduled traffic runs through the single consolidated Terminal 1, opened in December 2013, with the former Pulkovo 2 building closed in February 2014. Business aviation is handled away from the main terminal: the Pulkovo-3 centre, branded JetPort SPb, has been operating since 2013 and was the first FBO in north-west Russia, and A-Group runs a second business-aviation terminal on the field. The airport carried 20.9 million passengers in 2024, up 3 percent, of which 16.7 million were domestic, and 20.8 million in 2025.

Rzhevka was officially closed in 2007 and its paved areas have been used for vehicle storage since. It still appears in older airport databases, which is why it occasionally gets quoted as a second St Petersburg option. It is not usable for business jets, so plan every movement through Pulkovo.

Repositioning flights from St Petersburg

St Petersburg empty legs are dominated by one corridor, the Moscow shuttle, because the aircraft that serve it are based at either end and reposition constantly. Beyond that, legs appear on the southern sectors to Sochi and Mineralnye Vody in season, and occasionally on the Gulf and Caucasus corridors when an aircraft has delivered inbound and needs to return. Supply is thinner than the numbers at Pulkovo suggest, because business-jet movements across Russia are well below their 2021 level and the eligible fleet is small. Flexible dates on the Moscow sector still produce the best savings.

Pulkovo is a big, modern, well-equipped airport that happens to sit inside the most constrained airspace in Europe. Two parallel runways, 3,780 m and 3,397 m, one consolidated passenger terminal since 2014, 20.9 million passengers in 2024 and 20.8 million in 2025, and CAT IIIA capability that earns its keep in a Baltic winter. Nothing about the infrastructure limits aircraft choice. The limits are legal and insurance-related, and they are the first thing to establish on any enquiry rather than the last.

Business aviation at Pulkovo has its own front door. The Pulkovo-3 centre, branded JetPort SPb, opened in 2013 as the first FBO in north-west Russia, and A-Group operates a second business terminal on the field. Both process passengers and crew away from the main terminal with their own border and customs handling. Handler capacity is not the pinch point it once was, because business-jet volumes across Russia are far below their 2021 peak, but arrangements need confirming for each flight rather than assuming.

The route map is now mostly domestic and eastward. Moscow is the dominant sector and the busiest private corridor in the country, flown in light and midsize aircraft by Russian operators several times a day. Beyond that, the volume sits on Sochi and Mineralnye Vody in season, Istanbul as the main western connection point, Baku and Yerevan into the Caucasus, and Dubai as the long sector of record.
