The airport itself carried 7,537,000 passengers and 59,238 flights in 2024, a 31 percent increase, so the growth is not confined to private aviation.

The infrastructure supports whatever a charter needs. Runway 16/34 is 4,000 m by 60 m at PCN 150/F/B/W/T, runway 17/35 is 3,200 m and came back into service after a 2024 refurbishment with a new ILS and three new taxiways, and field elevation is 3 m, which keeps performance planning simple in summer. That last point is where compliance shapes the practical answer. Sectors touching Russia are quoted case by case, subject to full sanctions and KYC screening, and the operators flying them are generally Azerbaijani, Russian or other CIS based rather than EU or US based. EASA advises against operating in Russian airspace west of 60 degrees East at all flight levels, and aircraft that work those sectors are kept out of EU, UK and US rotations afterwards. Splitting an itinerary at Baku, with each leg screened separately, is often the cleanest way to structure a trip.
